VELO has joined the small list of nicotine pouch brands to receive marketing authorization from the FDA, adding 24 new products to the existing lineup of 31 ZYN and 12 on! pouches that can lawfully be sold in the United States.
The latest MGOs cover the VELO Mini Pouch 400mg and VELO Mini Pouch 2 400mg, each available in four flavors that include Crema, Orange Crema, Lime, Passion Fruit, and Cinnamon. While VELO pouches are available in a variety of strengths elsewhere, these all contain just 4mg of nicotine. Mini pouches, being around 20% smaller than even “Slim” pouches, have grown in popularity in recent years due to how discreet and comfortable they can be to use.
That 24 products figure is, however, slightly misleading. The marketing order, granted on October 30, 2026, covers eight new nicotine pouch products, in five different flavors. But because each of those eight products will be available in three different types of packaging, they are counted in the authorized nicotine products database as 24 distinct products.
The full list of distinct products includes:
- VELO Mini Pouch 400 mg Crema 4 mg
- VELO Mini Pouch 400 mg Lime 4 mg
- VELO Mini Pouch 400 mg Orange Crema 4 mg
- VELO Mini Pouch 400 mg Passion Fruit 4 mg
- VELO Mini Pouch 2 400 mg Crema 4 mg
- VELO Mini Pouch 2 400 mg Lime 4 mg
- VELO Mini Pouch 2 400 mg Orange Crema 4 mg
- VELO Mini Pouch 2 400 mg Cinnamon 4 mg
“Today’s Marketing Granted Orders demonstrate the FDA’s leadership in accelerating progress toward a Smokeless America. With adult smoking rates below 10 percent for the first time in recorded history, science‑based decisions like this highlight the role that FDA‑authorized alternatives can play in driving further declines in cigarette smoking.” – David Waterfield, President and CEO at Reynolds American Inc.
The pouches were all reviewed under the FDA’s nicotine pouch pilot program (launched in September 2025), which aims to make the process of gaining marketing authorization more efficient. The evaluation found that they contain lower levels of harmful and potentially harmful constituents (HPHCs) compared to cigarettes and smokeless tobacco products. In many cases, HPHCs normally associated with nicotine products were too low to be quantified.
The FDA announcement that accompanied the granting of authorization also makes it clear that the packaging, all of which will be child-resistant, plays a significant part in a successful PMTA (Premarket Tobacco Product Application). While the agency mentioned that the correct packaging can greatly affect the product in areas such as stability, shelf life, moisture, and safety, it specifically highlighted the fact that these VELO pouches all “incorporate certified child-resistant packaging.”
VELO is owned by Modoral Brands Inc., which in turn comes under the umbrella of tobacco giant R.J. Reynolds. The R.J. Reynolds Vapor Company also owns Vuse, one of the first of the very few brands to be granted marketing authorization for an e-cigarette in the past several years. Despite a few new additions in 2026, that list of authorized e-cigarette products still sits at a measly 48 in total.
